From Medrash Tehillim 1:22. The verse there discussed how G-d does not tolerate the wicked. The medrash says that Bilam wished to curse the Jewish People and G-d said no. Then he asked if he could bless them and G-d said, "Don't do me any favors. They are already blessed. We need neither your honey nor your sting."
